Area School Principals Collective Agreement (ASPCA) 2016-2019 The Area School Principals’ Collective Agreement sets out the conditions of employment, salary rates and rights and entitlements for PPTA principal members in area schools. The term of this agreement is 30 June 2016 to 29 June 2019.

The establishment of the role follows the advice of the Sector Working Party established as part of the Investing in Educational Success initiative (IES) with subsequent negotiations between the Ministry of Education and PPTA in 2014 and between the Ministry of Education and NZEI in 2015, following its 'Joint Initiative' process.

Managing employment law issues in schools (Barbara Hill, 2009) Managing employment law issues in schools is becoming an increasingly demanding responsibility in an era of high expectations of accountability placed on boards of trustees and teachers by successive governments and the public. Since the advent of “Tomorrow’s Schools” in 1989, school boards have been “self managing independent Crown entities” with varying levels of knowledge, experience and training, operating within a decentralised education system. External bodies, such as the Ministry of Education (MoE), the Education Review Office (ERO) and the New Zealand Teachers Council (the Council), to varying degrees, place requirements on employers and/or employees, provide advice and assess/audit their performance. They are not, however, accountable for what happens in schools.

Principal recruitment allowance guide (2014) The Principal Recruitment Allowance (allowance) is available to boards and principals that meet the relevant eligibility criteria. Boards with significant challenges may apply to the Ministry of Education (Ministry) for approval to offer the allowance to attract a highly effective principal to a permanent principal vacancy. The appointee is expected to provide the leadership needed to improve a school’s student achievement.

The School Guidance Counsellor: Guidelines for Principals, Boards of Trustees, Teachers and Guidance Counsellors (2015) Guidance counsellors have traditionally been trained and registered teachers who have additional specialist qualifications in counselling. Guidance counselling has always been regarded as a specialist teaching role, even where it has not involved any classroom teaching.
