Communities of learning (CoL) Communities of Schools are also known as Communities of Learning. A Community of Schools or Learning is a group of schools approved to receive resourcing under the Investing in Educational Success (IES) initiative announced in 2014.

Communities of learning: the slippage between planning and implementation (2017) 2017 Annual conference paper. This paper considers the expectations underlying the implementation of Communities of Learning and the experience of implementation in practice. It finds a gap between the two which is undermining the development of Communities of Learning, identifies the reasons and calls for changes at government, ministry and school leadership level in order to return to the original intents of the initiative.

PPTA has developed advice for branch officers about being part of the COS consultative process.

Guidelines for the Appointment of Area School Principals to the Community Leadership role Area School Principals Collective Agreement (ASPCA) Community Leadership Role Guidelines
The establishment of the role follows the advice of the Sector Working Party established as part of the Investing in Educational Success initiative (IES) with subsequent negotiations between the Ministry of Education and PPTA in 2014 and between the Ministry of Education and NZEI in 2015, following its 'Joint Initiative' process.

Principal recruitment allowance guide (2014) The Principal Recruitment Allowance (allowance) is available to boards and principals that meet the relevant eligibility criteria. Boards with significant challenges may apply to the Ministry of Education (Ministry) for approval to offer the allowance to attract a highly effective principal to a permanent principal vacancy. The appointee is expected to provide the leadership needed to improve a school’s student achievement.

Requirement to appoint 60% of within school teachers (WSTs) to permanent positions in CoL schools The Secondary Teachers' Collective Agreement (STCA) and Area School Teachers' Collective Agreement require schools to make at least 60% of their within school teacher (WST) roles permanent.
